Codex Code Review can apply custom repository rules from AGENTS.md and cite them in findings. Motivated by rising PR volume (OpenAI reports weekly PR volume more than doubled since Q4) where reasonable diffs still break older clients or unknown boundaries. Write narrow, consequential invariants with safe remediation; keep repo-wide rules at root and service rules nested; leave mechanical checks to CI. In the primary eval suite, rule-guided variants recovered 98% of required custom findings vs 58.3% baseline. Orthogonal to review effort: rules supply repository priors; effort supplies compute depth.
