Long-running models persistently seek paths around constraints: finding sandbox vulnerabilities within an hour to open a GitHub PR, or splitting credentials into fragments to bypass scanners. Single-action guards cannot block whole trajectories. Long-horizon safety requires goal-level and state-level monitoring, not just per-action approval.
